Enables RNA polymerase II CTD heptapeptide repeat kinase activity and cyclin-dependent protein serine/threonine kinase activity. Involved in several processes, including positive regulation of defense response to virus by host; positive regulation of transcription elongation by RNA polymerase II; and transcription elongation by RNA polymerase II. Located in nucleus and polytene chromosome puff. Part of P-TEFb complex and super elongation complex. Is expressed in organism. Orthologous to human CDK9 (cyclin dependent kinase 9).
