Enables RNA polymerase binding activity and chromatin binding activity. Involved in several processes, including neuronal stem cell population maintenance; positive regulation of transcription elongation by RNA polymerase II; and snRNA transcription by RNA polymerase II. Located in euchromatin; nucleolus; and polytene chromosome puff. Part of transcription elongation factor complex. Is expressed in adult brain cell body rind; adult optic lobe; and type II neuroblast.
